A policy and organizational history of Swedish civil air protection, not a facility article. It describes the 1937 air-protection law, 1938 categories, the municipality/owner shelter duties from 1940, and the 1944 civil-defence consolidation. Shelters were to resist fragments, war gases and building collapse, and capacity was based on simultaneous building occupancy. Göteborg's organization used one main centre and seven district centres, supported by observation/reporting and telephone networks. It contains no facility-specific dimensions or construction quantities.

status: no linked facility model | assessment: Correctly left without a facility-specific dossier. It can inform protection/scope history but cannot support a unit replacement cost.
other: Shelter capacity was to follow expected simultaneous occupancy; no numeric capacity for a particular shelter is given.; Facilities with more than 25 workers/persons and buildings with more than two storeys were among those subject to private-shelter duties; these are legal thresholds, not facility geometry.; Göteborg's civil-protection area comprised seven districts; this is an organizational count.
year: 1940 | scope: funding rule, not a construction price | note: State grant for private shelters was stated as two-thirds of construction cost.
Shelter protection against fragments, war gases and building collapse.; Observation and reporting service linking damage reports to main and district centres.; Telephone as the primary order/report transmission medium.; Gas-protection, medical, fire, clearance, repair and utility-repair services as organizational functions.
Number, capacity and protection class of shelters.; Existing-building retrofit versus new-build shelter construction.; Distributed main/district command centres and communications network.; Organization/equipment for observation, medical, gas, fire, clearance and repair services.
National/local policy and program history. Counts and thresholds are program rules, not a unit bill of quantities.
Indeterminate
A defined facility or program boundary.; Shelter counts and capacities by type.; Areas, structural systems, protection classes and retrofit shares.; Geographic distribution and communications topology.; Historic or current unit rates.
Do not turn legal thresholds or Göteborg's seven-district organization into facility geometry.; The two-thirds figure is a grant ratio, not evidence of total construction cost.
